Three Altoona men accused of motorcycle racing along 17th Street

Trio also charged with fleeing police

Three city men are accused of racing motorcycles along 17th Street in mid-April and fleeing police when they responded to the scene.

Grady Jackson Ballard, 22, Ricky Allen Fogal III, 23, and Gage Heverly, 24, were arraigned by Magisterial District Judge Benjamin F. Jones on identical charges of felony fleeing police, misdemeanor recklessly endangering another person and five summary traffic violations. Fogal and Heverly remain free on $25,000 unsecured bail, while Ballard remains free on $50,000 unsecured bail, online court documents state.

Altoona police were dispatched to the area of 17th Street between Pleasant Valley Boulevard and 12th Avenue about 2 a.m. April 13 after receiving multiple complaints of motorcycle racing. On scene, officers reported seeing two motorcycles traveling at a high rate of speed on 17th Street toward I-99, according to the affidavit of probable cause.

Officers pursued the motorcycles for a short time before stopping due to the motorcyclists’ dangerous speeds. Officers noted a third motorcycle had narrowly missed colliding with a patrol vehicle when the motorcycle passed it by riding on the shoulder of the road, the police report states.

A Logan Township officer reported attempting to stop the first two motorcycles as they travelled along the 2400 block of Pleasant Valley Boulevard, but also had to stop due to the high speeds. The officers who pursued the motorcycles noted that the motorcycles had no registration plates, hindering their efforts to identify the owners. An investigation ultimately revealed the riders to be Ballard, Fogal and Heverly, the report states.

The trio are scheduled for preliminary hearings May 27 in front of Jones.
