House committee OKs AI campaign

A House committee approved legislation Wednesday authorizing a state campaign to educate the public about the evolving role of AI or artificial intelligence in everyday life.

The Communications & Technology Committee voted unanimously for House Bill 2314 sponsored by Committee Majority Chair Joe Ciresi, D-Montgomery, and Committee Minority Chair Jason Ortitay, R-Allegheny.

The campaign outlined under HB2314 would focus on identifying AI content, avoiding AI scams, protecting personal data when using AI, protecting children from AI misuse and understanding AI chatbots, said Ciresi.

Ortitay said a campaign is needed to deal with a lot of misinformation about AI.

The Joint State Government Commission recommended a public education campaign in a recent AI report.

By a party-line vote, the committee approved a House resolution opposing moves by President Donald Trump and others to set a moratorium limiting the ability of states to regulate AI.

The vote was 14-12 with Democrats supporting and Republicans opposed for House Resolution 425 sponsored by Rep. James Haddock, D-Luzerne.

Haddock said states must be able to legislate freely to set standards for responsible AI use.

He said Congress hasn’t taken up AI legislation and Trump’s executive order would penalize states that enact AI laws.

Rep. Gary Day, R-Lehigh, opposed the resolution. He said AI is evolving rapidly and the federal government should have the opportunity to take the lead on addressing the new technology

The panel delayed a vote on House Bill 95 sponsored by Rep. Chris Pielli, D-Chester, to require disclosure of AI generated contact, including images, audio, video and text, used in the sale of consumer goods.
