Three city men are accused of racing motorcycles along 17th Street in mid-April and fleeing police when they responded to the scene. Grady Jackson Ballard, 22, Ricky Allen Fogal III, 23, and Gage Heverly, 24, were arraigned by Magisterial District Judge Benjamin F.
