Teen charged for recording shooting
A North Carolina district attorney says a 17-year-old girl who recorded a livestream of a shooting that killed three people at a San Diego mosque and who disseminated the attackers' white-supremacist writings has been charged with murder by aiding and abetting.
The charges were announced Monday at a news conference.

Representative censured for conduct
WASHINGTON -- The House has censured Rep. Chuck Edwards after an Ethics Committee investigation concluded he engaged in persistent unprofessional and inappropriate conduct toward two young female staffers in his office.
The 413-2 vote is the latest example of Congress grappling with revelations about lawmakers' improper behavior toward female staffers. Edwards is a North Carolina Republican. He apologized to the former aides and his family but he also said he did not believe he committed sexual harassment. Rep. Michael Guest, chairman of the House Ethics Committee, says that while Edwards denied his conduct was intended to be sexual or romantic, his pattern of behavior would lead a reasonable person to interpret it as such.

Victim in Times Square attack ID'd
NEW YORK -- New York police have identified the woman who was killed in a random stabbing in Times Square.
The victim, 32-year-old Erin Piacenti, was one of two people who were stabbed Monday afternoon in the tourist and theater hub. Her employer, Bank of America, said Tuesday it was shocked and deeply saddened by her death.

Former Syria leaders building reactor
VIENNA -- Syria was constructing a nuclear reactor in Deir el-Zour under ousted former President Bashar Assad. That's according to a U.N. report seen Tuesday by The Associated Press.
Inspectors with the U.N. nuclear watchdog visited several sites in Syria in August. They carried out verification work, according to the confidential report. The International Atomic Energy Agency reported that it was able to establish that the former Syrian authorities had failed to report nuclear material, facilities and activities as required under the NPT Safeguards Agreement.

Main airport partially resumes flights
CARACAS -- Venezuela's main airport has partially resumed operations nearly 10 weeks after two devastating earthquakes.
A temporary area with metal structures has been set up at Simón Bolívar International Airport to serve passengers while repairs continue. The airport near Caracas was closed after severe damage from the June 24 earthquakes, which left more than 6,500 people dead and thousands homeless.
