Policy would test troops' testosterone

WASHINGTON -- Defense Secretary Pete Hegseth says he's rolling out a new screening program for "testosterone deficiency" among troops.

In a video posted on social media Wednesday, he calls the move necessary to allow service members to operate at their "absolute best." Other Trump administration officials have begun to advocate for men to have easier access to testosterone replacement therapies.

Man killed by ICE 'attempted to flee'

BIDDEFORD -- Sen. Angus King says the motorist killed by ICE officers in a Maine shooting was not the target of the warrant the officers were executing. King said Monday that that information came from Homeland Security Secretary Mullin.

The man who was killed was identified as a 25-year-old native of Colombia. DHS says "the vehicle attempted to flee the scene and, fearing for public safety, an officer discharged his weapon."

Rescuers search for 3 after boat sinks

SAN FRANCISCO -- Rescuers are still searching for three people missing after a boat sank in San Francisco Bay near Alcatraz Island as part of memorial service.

One person was pulled from the water but later died, and 16 others were rescued Tuesday afternoon. A dog on board also died. Authorities say the boat capsized amid swells up to 5 feet. They say the boat was a 50-foot pleasure craft.

Health workers strike; Ebola cases rise

BUNIA -- Ebola cases in Congo have reached 2,011, with 754 deaths, according to government data. Health workers at Bunia General Hospital went on strike on Wednesday over unpaid wages.

Many health professionals say they're working under difficult conditions without adequate compensation. Congo has been battling the outbreak since May 15, caused by the rare Bundibugyo virus. The World Health Organization said Tuesday that 80% of new cases are from unknown transmission chains.

Kyiv, EU aim for weapons partnership

KYIV -- The European Union's top official has signed an agreement to move forward on joint weapons production deal with Ukraine. The EU views Ukraine's fight against Russia as crucial for the continent's defense.

European Commission President Ursula von der Leyen signed a Letter of Intent for a new EU-Ukraine Defense Industrial Partnership on a visit to Kyiv on Wednesday.

Lebanon

US: Withdrawal agreement in progress

BEIRUT -- Lebanon and Israel have taken steps toward creating "pilot zones" in southern Lebanon, where Israeli forces would withdraw and hand control to the Lebanese army.

This follows two days of U.S.-mediated talks in Rome. The State Department described the talks as "productive," with both parties agreeing on the structure and guidelines for the pilot zones.
