$100K fee on H-1B visas struck down
BOSTON -- A federal judge has struck down the Trump administration's $100,000 fee on new H-1B visas. The announcement of the fee in September set off confusion and panic among employers, students and workers in the United States and abroad.
U.S. District Court Judge Leo Sorokin in Boston sided with
20 states and struck down the visa on Monday, saying the executive branch exceeded its authority.

Suspect in gas station killing convicted
NEW YORK -- A jury convicted a man of manslaughter as a hate crime on Monday in the death of O'Shae Sibley, who was killed at a Brooklyn gas station during a confrontation that began with a group of young people shouting racist and anti-gay slurs at the professional dancer and his friends as they vogued to a Beyoncé song.
Dmitriy Popov, 20, testified at trial that he was just defending himself when he stabbed Sibley, 28, in 2023.

Track meet stabbing trial wraps up
McKINNEY -- A teenager charged with murder in the fatal stabbing of a competitor at a Texas track meet won't be testifying in his own defense. Closing arguments are set for Tuesday.
Karmelo Anthony stabbed 17-year-old Austin Metcalf at a high school stadium in a Dallas suburb in 2025. Prosecutors say the stabbing was an unjustified attack linked to a dispute over whether Anthony could be under the tent of Metcalf's team during a rainy track meet.

ICC chief prosecutor suspended
THE HAGUE -- In an unprecedented move, the embattled chief prosecutor of the International Criminal Court was suspended from his duties late Monday, after the court's oversight body referred British barrister Karim Khan for disciplinary proceedings.
The 56-year-old is facing allegations of sexual misconduct with a female aide, in a scandal that has dragged on for more than two years. He has steadfastly denied any wrongdoing.

Forces strike oil sites in Russia, Crimea
KYIV -- Ukrainian forces struck oil facilities in Russia and occupied Ukraine, Ukrainian and Russian officials said Monday, as part of their campaign to make Moscow pay an economic cost for the war.
Separately, Ukraine's President Volodymyr Zelenskyy has confirmed that Roman Abramovich acted as a go-between for messages between Kyiv and Moscow. Zelenskyy told Sky News that the former owner of Premier League team Chelsea traveled to Kyiv with a message from Russian President Vladimir Putin.

Offshore quake shakes Havana
HAVANA -- A 6.1 magnitude earthquake has struck near western Cuba, shaking buildings in Havana and beyond. No injuries or damage were immediately reported.
The U.S. Geological Survey said the quake struck Monday at a shallow depth of six miles in waters just west of the capital.
