Senate OKs bill allowing banks to freeze senior fraud

Bank employees would be empowered to freeze financial transactions if they believe an elderly person is being targeted by fraudsters under legislation approved Wednesday by the state Senate. Senate Bill 738 would also require banks to notify aging protective services and law enforcement in certain situations, including if the victim has diminished cognitive capacity or bank officials believe a person with access to the victim’s account is involved in the fraud. The Center for Community Action has agreed to become a fiduciary for the Blair County Prison Re-entry Coalition. As fiduciary, the CCA can help the coalition raise money, while becoming the repository for donations and other coalition income — with those donations being tax-deductible because the CCA is a 501(c)(3) organization, according to coalition officials and center Executive Director Wendy Melius.
