‘Batman’ gets 15-30 years for rampage
Powers claimed to be superhero during assaults
HOLLIDAYSBURG — An Altoona man who went on a rampage in February 2023, when he invaded four residences in Altoona and Logan Township, assaulted people and kidnapped a man by stealing his truck and driving at high speeds, entered guilty pleas Friday for a sentence of 15 to 30 years’ incarceration.
Robert Warren Powers, 39, who was scheduled for trial-by-court in front of President Judge Wade A. Kagarise, presented guilty pleas to about half of 62 charges that Altoona police filed against him, allowing other charges to be withdrawn.
District Attorney Pete Weeks, who had one of three victims ready to testify Friday, said no last-minute changes were made to the pending plea offer.
“It was the same deal that’s been available to him for about two years,” the prosecutor said.
To yield the sentence of 15 to 30 years’ incarceration, Kagarise assigned consecutive sentences of five to 10 years each for three felony offenses of aggravated assault, burglary and kidnapping. The judge assigned concurrent sentences to additional felony and misdemeanor offenses that included robbery of a motor vehicle, risking a catastrophe, robbery, theft, simple assault, strangulation, criminal mischief, reckless endangerment and obstructing justice. The sentencing order also directed Powers to have no contact with the victims and to engage in cognitive behavioral therapy, anger management counseling and to pursue mental health and drug and alcohol evaluations and treatment.
Weeks said the evidence in the case showed Powers, on the day of his arrest, was under the influence of methamphetamine and fentanyl.
Criminal charges indicate that Powers, during the late afternoon of Feb. 6, 2023, went to a residence of a former paramour on the 800 block of Sixth Avenue and kicked the door off its hinges.
After finding no one home, he went to a residence on the 1000 block of Sixth Avenue and walked in through an unlocked door and confronted a woman inside. Police said he put the woman in a bear hug and placed his hand over her mouth and told her: “I’m Batman.” She was able to get free and left the house.
Police said Powers also left and went to the 300 block of Seventh Avenue where he put a man in a chokehold and dragged him into the house where the man said he nearly passed out. Inside the house, the man said Powers went through his pockets for cash. Upon finding a pocket knife and truck keys, the man said Powers took him outside and pushed him into the passenger side of his truck.
Police said Powers drove the man’s truck at high speeds on Seventh Avenue to 17th Street, then toward 12th Avenue, East Chestnut Avenue and into Logan Township where he entered a driveway on the 1300 block of Grandview Road and struck a Jeep Compass.
When the Jeep’s owner confronted him, Powers reportedly threatened her with a knife, prompting her to retreat into her residence. After Powers kicked in the door of her residence, she called 911, whose dispatchers heard Powers on the phone. Responding police officers found Powers in the woman’s Jeep and took him into custody.
Police reported finding Powers in possession of cash and a victim’s checkbook. They also found him in possession of a small glass pipe and he said he may have used meth or bath salts.
Powers also has pending felony charges related to contraband possession at the county prison on April 15,
2024, and July 11, 2024.
