Suspect in overdose deaths arrested

A Munhall man is behind bars for his alleged connection to three suspected overdose deaths in Tyrone and Snyder Township on Wednesday.

Calil Francois-Moon, 20, was arraigned Thursday morning by Magisterial District Judge Benjamin F. Jones on six felony counts of possession with intent to deliver, six misdemeanor counts of possession of a controlled substance and one summary count of disorderly conduct.

According to court documents, his bail was denied due to “evidence of substantial narcotics distribution and being the subject of numerous overdose death investigations.” He is being housed in the Blair County Prison.

The charges stem from a joint investigation by state police at Hollidaysburg, the state Attorney General’s office and the Tyrone Borough Police Department into two overdose deaths in Tyrone and one in Snyder Township. Through the investigation, officers learned the source of the heroin/fentanyl used in the overdoses came from a residence along the 100 block of Gladys Lane in Snyder Township, according to the affidavit of probable cause.

Officers surveilling the location noted a black Chevrolet truck arrived and picked up several individuals. The vehicle was then followed into Tyrone, where it drove to an area along the 1200 block of Pennsylvania Avenue and parked. A short time later, officers received a call for a fatal overdose in a residence about a half block from where the truck was parked, the police report states.

Tyrone police were provided surveillance photos and told state police that one of the individuals, later identified as Francois-Moon, was standing outside the scene of one of the overdoses. Francois-Moon then began walking away from the scene toward Burger King at 1100 Pennsylvania Ave., court documents state.

When officers located Francois-Moon inside the Burger King, he tried to leave and began yelling that he was in fear for his life. Officers noted Francois-Moon had two bookbags in his possession when he was taken into custody, the report states.

When officers asked Francois-Moon if there was anything in the bookbags he wasn’t supposed to have, Francois-Moon said he had marijuana but not a medical marijuana card. Officers reported Francois-Moon also tried to distance himself from one of the bags by saying it wasn’t his. Once at the state police station, a K-9 officer was deployed to conduct a sniff of the $1,004 in cash found on Francois-Moon’s person, as well as the two bookbags. The officer alerted positively on the money and one of the bags, according to the affidavit.

A search of the bookbag revealed 1,765 grams of crystal methamphetamine, 56 grams of heroin/fentanyl, 28 grams of black tar heroin, 56 grams of cocaine and 3.8 ounces of psychedelic mushrooms, worth a combined total of $204,000, according to the Tyrone Police Department’s Facebook page.

The death investigations are still ongoing, and autopsies were scheduled for Thursday and Friday.
