SCSD upgrades could cost $215K

New roof at high school could add additional $2.7 million

ROARING SPRING — Proposed maintenance upgrades at the Spring Cove School District for the 2025-26 school year could cost an estimated $215,000, with the possibility of a new roof on Central High School tacking on an additional estimated $2.7 million.

The proposed plans and projects were detailed during the buildings and grounds committee section of the district’s school board meeting Monday evening.

Superintendent Betsy Baker said architects with Crabtree, Rohrbaugh & Associates, who are working on the district’s feasibility study, are “developing several options to address the needs primarily at our secondary level schools and athletics.”

“They believe they’re looking at probably seven options,” Baker said about the study. “They’re in the process now of estimating the cost of each of those options, and their goal is to be able to present to us in March during a public meeting.”

Baker said the majority of Crabtree’s options wouldn’t “impact” Central High School’s roof, but there were options for a new school.

“Those options may not even be cost effective for us,” Baker said. “At this point, we’re kind of getting ready to move forward with the roof project, but we’re not asking you to make a decision on that this month.”

Baker said Crabtree advised that the district “would be safe” if it put $2.7 million in the budget as an estimate for the roof and the project “should come below that.”

Other projects for the high school include sealing its back and side parking lots, as well as painting its window and door lintels.

Baker said Martinsburg Elementary is “in pretty good shape,” so they’re “not looking at any major renovations there.” Some little projects will include an ADA upgrade to install pull-

grab bars in the bathrooms, repurposing its computer lab, upgrading classroom lighting and installing playground fencing.

Spring Cove Elementary will receive the same ADA upgrade, lintel painting and have fencing installed.

For athletics, Baker said the district has “some concrete pads for bleachers.”

The district would also like to replace and relocate the soccer shed at Spring Cove Elementary, as it’s in disrepair and “not in the best position,” Baker said.

“So, without the roof on there, your total of the maintenance projects is $215,000,” Baker said. “As you know, every year, we pretty much put $250,000 in for maintenance upgrades. Sometimes we’re over that, sometimes we’re under that. We’re pretty decently under it this year, so that’s a good thing.”

Business manager Steven Foor said the district’s capital projects fund is separate from its general fund, and its capital projects fund stood at about $1.8 million, “which does not cover what the roof would cost.”

“That would be included in the budget year that we decide to do the roof,” Foor said. “So that would be in the 2025-26 year — transfer that (from the general fund) to the capital projects if you decide to move forward with the roof.”
