Ex-911 operator accused of abuse
Lavan arraigned on charges of sexually assaulting five children at his home
A former Somerset County 911 coordinator and deputy EMA director is in Somerset County Prison on $750,000 cash bail after being accused of sexually abusing five children at his home.
Bradley Kenneth Lavan, 30, was arraigned Friday morning before Magisterial District Judge Kenneth W. Johnson on five separate cases.
Multiple probable-cause affidavits say borough police began investigating Lavan on Jan. 25 after reports of the abuse surfaced, WJAC said.
Lavan was removed from his position in March.
During a news conference Friday, acting Somerset County District Attorney Molly Metzgar said Lavan is accused of grooming the children and forcing them to perform various sex acts while they were in his home. In addition, he is accused of showing at least one of the children pornographic material as a teaching tool on how to perform the sex acts.
The investigation is ongoing, with Somerset Borough Police Chief Randy Cox stating the department is preparing for more accusations to be made.
“We are certainly leaving open the possibility that there could be other reports coming in,” he said, noting the department will investigate the legitimacy of any additional reports.
Lavan is also a previous regional director with the local chapter of Boy Scouts of America and served with the Somerset Township Fire Department, according to reports.
Cox said it didn’t appear Lavan committed criminal sex acts involving children at his workplace, but because of his involvement in a number of organizations, he could have had contact with children in other areas.
The investigation is far from complete, Metzgar said.
Lavan faces a total of 39 charges between the five cases, including rape of a child.
“These are the most serious offenses that can be charged against an individual for sexually assaulting children,” Metzgar said.
The cases and the charges include:
— Criminal docket 0000328-2023 — felony charges of involuntary deviate sexual intercourse with a child, indecent assault of a person less than 13 years of age, corruption of minors and endangering the welfare of children, along with a misdemeanor charge of indecent exposure.

Lavan’s preliminary hearing is scheduled for 11 a.m. Sept. 12 before Johnson.
