An Altoona man faces charges after police say he was masturbating in an alley in broad daylight.

Phillip M. Weatherly, 52, of 1701 Fifth Ave. has been charged with open lewdness and indecent exposure, both misdemeanors, stemming from an alleged incident in late September in an alley on the 1000 block of Chestnut Avenue.

Altoona police were called about 9 a.m. Sept. 29 after two men allegedly saw Weatherly standing in the alley with his pants down and masturbating, according to police.

Officers located Weatherly a short time later in an alley on the 1000 block of Green Avenue, police said.

Weatherly remains free with a preliminary hearing slated for Nov. 12 at Central Court.
