Altoona police officer charged with 10 felonies
An Altoona police sergeant has been charged with 10 felonies by state police.
Matthew S. Starr, 39, of Altoona was charged this afternoon with felony knowledge that property is proceeds of an illegal act, deceptive business practices, tampering with public records and numerous counts of felony theft by deception before Magisterial District Judge Paula Aigner.
Starr was arrested by state police today on 10 felony charges related to theft stemming from his job duties, including falsifying overtime and profiting from the sale of a firearms training system bought with city and CDBG funds.
Starr was arraigned this afternoon and is lodged in Blair County Prison.
