Blair County Planning Commission members Thursday gave a favorable review to plans to construct a dog day care facility in Antis township.
Fornari Dog Day Care plans to construct a new 4,400-square-foot building at the former site of Gulish Nursery and Garden Center on Sabbath Rest Road. The project includes 20 parking spaces, dog runs and stormwater facilities.
Portions of the site are within the 100-year floodplain for Sandy Run but the new building and area of site disturbance will be outside the regulatory floodplain. The site also includes several small wetlands outside the limits of disturbance for the site work. A portion of the site is classified as prime farm land, but prior use has already impacted the area, said Ryan Countryman of Stuart Group Consulting.
Sandy Run is a nursing stream for brown trout and should be protected at all times, President Nick Ardizzone said.
The materials provided include an application for a Highway Occupancy Permit. PennDOT will need to approve the HOP before construction begins on the final plans.
Blair County Conservation District will need to review the stormwater and erosion control plans.
The districts should consider whether the pollution plan for the project should include additional measures to keep excess dog waste from entering the wetland system, Countryman said.
Once Antis Township completes its review of the project and finds that it meets the municipal requirements, the proposed preliminary development plan should be able to proceed without undue adverse impact on the community.
