A city woman is behind bars with bail denied after allegedly running over a man riding an e-bike and attempting to flee the scene.

According to police, Lisa Michele Anderson, 53, exited a parking lot Saturday afternoon and hit the man who was riding his e-bike in the area of East Plank Road, near Sheetz and Walgreens.

Multiple people witnessed the incident, police reported, and several said Anderson came to a stop shortly after hitting the victim, but then proceeded forward, running over the man and driving to the nearby Enterprise Rent-A-Car lot.

Altoona Fire Department, AMED and staff from the urgent care clinic assisted the victim, who was in the middle of Plank Road.

The victim was taken to UPMC Altoona and flown to UPMC Pittsburgh for treatment of serious injuries, including broken ribs, a liver injury and multiple C6 fractures, police reported.

Police found Anderson and her white Ford Edge in the Enterprise parking lot and she was taken into custody.

In speaking with police, Anderson allegedly said she stopped at the stop sign, looked both ways and pulled out, at which time the e-bike came out of nowhere. She told police she panicked and left the scene.

Anderson was arraigned Sunday morning before Magisterial District Judge Kevin Stoltz on three felony charges of aggravated assault and a felony charge of accidents involving death or personal injury, misdemeanor charges of recklessly endangering another person, simple assault and accidents involving damaging to attended vehicle. She also faces summary charges of reckless driving, careless driving, failure to stop and give aid, driving without a license, duties at a stop sign and harassment.

Bail was denied due to "public safety risk," court documents state, and she was remanded to the Blair County Prison.

Anderson's preliminary hearing is set for Oct. 28 before Magisterial District Judge Benjamin F. Jones.
