A city woman is behind bars after allegedly facilitating a sexual relationship between a 15-year-old girl and a much older man.
Carla Yvonne Fisk, 58, was arraigned Thursday by Magisterial District Judge Matthew Dunio on felony counts of statutory sexual assault: 11 years older, corruption of minors, endangering the welfare of children and trafficking in individuals. She was remanded to the Blair County Prison in lieu of $50,000 bail.
The charges were brought against Fisk after Logan Township police looked into a previous report regarding the location and apprehension of a missing 15-year-old girl. Officers noted that the victim was going by an alias and using a date of birth that would make her 19 years old, according to the affidavit of probable cause.
The report stated Altoona police received information from the Huron Police Department in Ohio that the victim was believed to be at a residence along the 2800 block of Jefferson Street. Upon arrival, officers made contact with a woman later identified as Fisk by her Ohio driver's license, the police report states.
Fisk initially told officers the victim was her daughter before changing her statement and saying they were related. She then told officers the victim was her granddaughter who had been adopted by a couple in Ohio. When officers asked for the victim's actual name, Fisk identified her and gave her correct date of birth. She told officers she had traveled to the area from Ohio because she was concerned for the victim and wanted to assist her in leaving the residence, the report states.
Fisk told officers the property owner was in a sexual relationship with the victim and that he was too old to be involved with her. Fisk said she could hear the victim and property owner engaging in sexual activity during the night. Fisk said the victim also confirmed to her that she was having sexual relations with the property owner, the report states.
Officers then interviewed the victim, who said she had told the property owner she was 19 years old and had shown him a hospital bracelet from UPMC Altoona with her fake birthday. She said Fisk did not take any action to prevent her from having a sexual relationship with the property owner, despite knowing their real ages, according to the affidavit.
Officers also spoke to the property owner, who they noted appeared extremely upset and distraught after learning the victim's true age. He said Fisk had told him numerous times that the victim was 19 years old and Fisk never disclosed the victim's true age. The property owner described Fisk as a "monster," saying she helped facilitate the representation that the victim was 19 rather than 15 and allowed the sexual relationship between him and the victim, the report states.
No criminal charges have been filed against the property owner as of Friday evening. Fisk is scheduled for a preliminary hearing Sept. 17 in front of Dunio.
