Judge orders hearing in alleged parole violation for man who doxxed two on Facebook

HOLLIDAYSBURG -- A Blair County judge ordered a hearing be scheduled for the presentation of testimony regarding alleged probation violations in the case of the city man who doxxed two individuals on Facebook and encouraged others to rob them in February 2025.
Randolph Delozier, 63, has been on probation since Oct. 31, 2025, after pleading guilty to a misdemeanor count of recklessly endangering another person. He originally faced felony counts of criminal solicitation of burglary, criminal solicitation of robbery and criminal solicitation of theft, as well as two misdemeanor counts each of recklessly endangering another person and harassment.
In addition to serving two years' probation with an end date of Oct. 31, 2027, President Judge Wade A. Kagarise had ordered Delozier to have no contact with the case's victims, pay the cost of prosecution, a $200 fine and undergo anger management. All other charges in the case were dismissed.
Delozier appeared Friday afternoon alongside Assistant Public Defender Robin Pitt for a Gagnon II hearing before Kagarise.
In a document filed Monday by the Blair County Adult Parole and Probation Office, supervisor Kelly Kirsch requested the court "revoke (Delozier's) probation and be sentenced at the judge's discretion." Kirsch noted Delozier "has seven prior violations" without his probation being revoked.
Pitt told Kagarise that Delozier did not believe he violated the conditions of his probation as he had not directly contacted the victims, but rather, posted about them on his Facebook page "Bedford-Blair County Free Press" as a "member of the press." Pitt said there was no direct tagging of the victims and that they were simply included in his "regular reports."
"He has a right to report on these things," Pitt said.
Pitt told Kagarise that Delozier had paid all fines and costs, as well as completed anger management.
The case's victims were present in the courtroom and Pitt said they wished to have the no-contact order lifted and didn't want the alleged violations to stand.
When Kagarise asked Pitt if it was correct that one of the victims present was "largely the one" reporting the potential violations to the parole office, Pitt said yes.
Kagarise then asked Adult Parole and Probation Specialty Court Supervisor Nick Shope about the office's recommendation on how to proceed in light of the victims wanting to drop the no-contact order. Shope said he was not sure what the law would dictate in the case, but "we're getting that push from everyone to do something about it."
Assistant District Attorney Dani McCormick told Kagarise that the District Attorney's Office wanted to pursue the matter as the alleged violations were "on the internet for everyone to see."
Kagarise ultimately stated he would not entertain the request to drop the no-contact order as it required the filing of a different motion by Pitt. He said that "in light of the fact" that Delozier would not stipulate to the alleged violations, he would need to hear testimony to determine if Delozier's actions rose "to the level of violation of parole."
Kagarise ordered an evidentiary gagnon hearing be scheduled for a future date and encouraged the defense and prosecution to see if any stipulations could be agreed upon before then.
The case was brought against Delozier after two individuals contacted Altoona police to report that he had set them up to be robbed.
Police reported Delozier making a post on his Facebook page, tagging the victim's personal page and writing that the victim was "not very smart … he will not put his money in a safety deposit box" and that the victim carried about $20,000 on his person.
Delozier told his followers "with all the crime going on, someone would love $20,000," and "let's play a game … who wants it bad enough?" Delozier then listed the victim's full address, along with a recent photo of his residence, the police report states.
