Noland faces felony counts of unlawful contact with a minor

A Cassandra man was taken into custody Saturday after a monthslong investigation by Allegheny Township and Cresson police revealed he had been sending a 14-year-old girl sexually explicit images over Snapchat.
Steven Noland, 52, was arraigned Saturday by Magisterial District Judge Matthew Dunio on two felony counts of unlawful contact with a minor, single felony counts of sexual abuse of children and disseminating obscene and other sexual materials to minors and a misdemeanor count of corruption of minors. He was remanded to the Blair County Prison after being unable to post $50,000 bail.
The case was brought against Noland after Allegheny Township police received a Childline referral Aug. 13 that stated the victim attended a forensic interview Aug. 12 at the Child Advocacy Center. During that interview, the victim said between April and July 2026, Noland sent her inappropriate messages and Snapchats, including a photo of Noland without any clothes on, according to the affidavit of probable cause.
Following up on the report, officers learned that Cresson Borough police had opened an investigation Aug. 7 after receiving a Children and Youth investigation request. The investigation revealed the victim attended a dance studio with Noland's daughter, which is how Noland ultimately obtained the victim's cellphone number, the police report states.
An interview with the victim and her mother revealed that after receiving the victim's number, Noland would text the victim sexual memes, tell the victim how beautiful she was and that he had feelings for her. Between June 29 and July 4, while in the Poconos, the victim said Noland grabbed her, held her and began to kiss her on the lips, the report states.
Based on their investigation, officers obtained a search warrant for Noland's residence. During the warrant's execution, Noland agreed to speak with police, telling them that he knew the victim through his daughter and that she was not old enough to drive. He said they primarily communicated through Snapchat with some text messaging, according to the report.
Noland told officers that the victim had expressed feelings for him and that he replied that he felt he could like her, too. When asked about specific messages he sent to the victim expressing his love, Noland said he was "just trying to be nice." Officers also questioned Noland about the incident in the Poconos, to which Noland said he did not remember the details clearly and had tried to block the experience from his memory, the report states.
Noland told officers his actions were "stupid" and "not right" and were the result of significant personal stress, including chronic pain from a neck surgery, health-related issues and marital difficulties with his wife. He said the victim was "somebody different to talk to" and described his actions as "running from the problem," the report states.
Noland told officers his wife was unaware of his interactions with the victim but that the situation made him realize the importance of his marriage. He also stated the victim was the only minor with whom he engaged in this type of inappropriate communication, according to the affidavit.
Noland is scheduled for a preliminary hearing Aug. 27 in front of Dunio.
