Memory care facility gets nod for Duncansville location

Planners give favorable review to proposal for Duncansville site

Blair County Planning Commission members Thursday gave a favorable review to plans to construct a 42-room memory care assisted living facility at 178 Meadowbrook Lane, Duncansville.

Plans for Fountains at Duncansville also call for a parking lot and on-site stormwater management features.

Access to the site is a proposed bidirectional easement off Meadowbrook Lane. This access point opens onto a 23,090-square-foot asphalt parking area with 20 paved parking spaces, including two ADA accessible spaces.

Landscaping improvements are included throughout the site, which should make for an attractive street view and help offset impervious surfaces, according to regional planner MacKenzie Caron.

Project engineer Dylan Diiulio of Young and Associates, Indiana, said there are some wetlands on the property.

"It is a severely degraded wetlands, we are avoiding it with development," Diiulio said. "We are making the best use of this property."

The site is located within the Beaver Dam Branch of the Juniata River Watershed. In an environmental review of the site's natural features, it was discovered that prime agricultural soils are throughout most of the site.

"This is an ideal place for what this is. It is close to everything and it is out of the way," said board member Don Delozier.

Fountains owner Marcy Colkitt is pleased to be coming to the area.

"We are very excited about bringing this facility to Duncansville. There is a tremendous deficit in the number of memory care beds, (so) will be a good addition to the market," Colkitt said.
