A city man is behind bars after allegedly taking pictures of two juvenile females while they were in the shower and raping one of them multiple times.
Levar Andrew Riley, 46, was arraigned Monday by Magisterial District Judge Benjamin F. Jones on two felony counts each of human trafficking, rape of a child, statutory sexual assault, involuntary deviate sexual intercourse with a person less than 16 years of age, corruption of minors and sexual abuse of children, as well as four misdemeanor counts of indecent assault of a person less than 13 years of age and three misdemeanor counts of corruption of minors. He was remanded to the Blair County Prison in lieu of $250,000 bail.
A monthslong investigation into the creation of child sexual abuse material began Feb. 20, 2025, after Altoona police were assigned to look into three ChildLine tips that alleged Riley was taking nude photographs of two female juveniles, according to the affidavit of probable cause.
In an interview at the Child Advocacy Center on Feb. 26, 2025, the first victim said she was staying the night at the second victim's house when Riley came into the bedroom intoxicated. She said Riley offered them both alcohol and a marijuana vape but they refused. The first victim said she and the second victim then showered before bed and that Riley entered the bathroom and took photos and videos of them while they were naked in the shower, the police report states.
The first victim said after they were done showering, they asked Riley if he would buy them food. She said Riley told them he would if the victims performed sexual acts on him but they refused. Riley then offered the victims an ecstasy pill, which they also refused, the report states.
The first victim said when she and the second victim went to bed, Riley entered the room and got into bed with them. The first victim told Riley to "get out" when he asked them to spread their legs, but Riley said "no, I want to record this." Riley then rubbed his genitals on the victims while trying to record them. The first victim said Riley told them not to tell anyone about the videos, saying if there was "no face" shown in them, there would be "no case," the report states.
On March 6, 2025, the second victim was interviewed at the Child Advocacy Center and told the interviewer that Riley did not try anything sexual with anyone. A second interview with the second victim occurred on Jan. 8, 2026, during which she said Riley had raped her multiple times between January and February 2025. The second victim said she remembered Riley holding her down while raping her and told her "if you don't listen, I will hurt you," the report states.
The second victim said Riley would always ask her and her friends inappropriate questions such as if they were virgins. After the interview, officers spoke with the second victim's father. He told officers he reported Riley after the second victim told him what happened. The second victim's father said the second victim sent him pictures of Plan B pills that Riley bought and made her take, according to the affidavit.
Riley is scheduled for a preliminary hearing July 29 in front of Jones.
