Victim alleges multiple incidents of sexual abuse

Metro

A Hollidaysburg man was taken into custody after an investigation into a Safe2Say tip revealed he had been sexually abusing a 13-year-old female at his residence.

Shane Joseph Salcedo, 37, was arraigned Thursday by Magisterial District Judge Wendy R. Mellott on a single felony count of corruption of minors and five misdemeanor counts each of indecent assault of a person less than 13 years of age and indecent assault of a person less than 16 years of age. He remains free on unsecured $75,000 bail.

State police at Hollidaysburg assisted Blair County Children, Youth and Families investigate a Safe2Say tip on Feb. 8 at a residence along the 200 block of Aggie Street in Frankstown Township, Blair County. The tip stated that Salcedo had been sexually assaulting a 13-year-old female by touching and rubbing the girl’s genitals, according to the affidavit of probable cause.

In a subsequent interview at the Blair County Child Advocacy Center, the victim said Salcedo would force her to remove various articles of clothing after school when her mother was still at work. The victim said this occurred for several weeks at the beginning of the 2024 school year, the police report states.

The victim described an incident during which Salcedo entered the residence’s bathroom with her and asked her to expose her chest. In another incident, Salcedo told the victim to pull down her pants, then began touching her butt and genitals. When the victim attempted to pull up her pants, Salcedo yelled at her, the report states.

Several of the victim’s friends were also interviewed and confirmed that the victim had told them of the incidents about a month before the police investigation began. These disclosures prompted one of the victim’s friends to submit the Safe2Say Tip, according to the affidavit.

In another interview, the victim’s mother said she did not see anything physical happen between the victim and Salcedo but did note that Salcedo would make comments about the victim’s body, the report states.

Salcedo is scheduled for a preliminary hearing April 21 in front of Mellott.
