Blair County Planning Commission members Thursday reviewed plans for an additional project at Amerway Inc., 3701 Beale Ave.

Plans call for the construction of a 4,089-square-foot open air, corrugated metal canopy addition to an existing structure.

The applicant has applied to the state Department of Environmental Protection for a “No Exposure Certification.” As part of that application, the purpose of the canopy is to provide overhead cover for materials that are currently stored outside and exposed to precipitation, said Tom Gissen of Stuart Group Consulting.

City of Altoona approval of stormwater management plan is not required since there will be no net increase to impervious coverage due to the canopy overhanging an existing impervious surface composed of concrete and compacted aggregate. The Altoona Planning and Zoning administrator is to determine whether submission of a stormwater management plan is required or warranted.

“We recommend that the applicant confirm that the northwest corner of the canopy is located outside of the northern lot line’s required 150-foot side yard setback,” Gissen said.

Once the City of Altoona completes its minor site plan review and finds that it meets the municipal requirements, the proposed development plan should be able to proceed without undue adverse impact and consistent with The Alleghenies Ahead comprehensive plan, Gissen said.
