Blair County commissioners OK parking garage bids

Three awards for work on structure total more than $2 million

HOLLIDAYSBURG — Blair County took another step closer toward completing a comprehensive rehabilitation project for the county parking garage during a Thursday morning meeting.

The Blair County commissioners accepted and approved three bid awards for work on the parking structure totaling more than $2 million.

According to Blair County Commissioner Laura Burke, the county budgeted up to $2.5 million for the project, which gives room if any change orders are necessary.

Burke said that work on the garage, which has been closed since September 2025, is expected to be done by the end of 2026, depending on weather.

The commissioners approved bids of $1.89 million from CH&D Enterprises Inc. of New Stanton for general contractor services; $53,100 from Montgomery Brothers Plumbing & Heating of Altoona for plumbing work; and $109,000 from MH Electric LLC of Duncansville for electrical services.

The county contracted Keller Engineers of Hollidaysburg to help prepare the project requirements and bid documents before opening the bid submission window on Jan. 5.

The submission window closed on Jan. 30, with the commissioners approving the bids in early February.

Director of Public Safety Mark Taylor tendered his resignation ahead of Thursday’s meeting after more than a decade of service to the county.

According to Burke, the commissioners are not planning on filling the vacant director position, and instead will pursue a restructuring of county emergency services. See related story for more information.
