Police: Mother bought meth for minor children

Kennedy allegedly made multiple drug purchases for two teens

A New Enterprise mother is behind bars after allegedly making multiple purchases of methamphetamine for her two juvenile children and teaching one how to smoke it with a glass pipe.

Susan Marie Kennedy, 48, was arraigned Thursday by Magisterial District Judge Tonya M. Osman on two felony counts each of endangering the welfare of children, possession with intent to deliver and corruption of minors, as well as two misdemeanor counts each of recklessly endangering another person and possession of a controlled substance. She remains in custody at the Bedford County Correctional Facility in lieu of $250,000 bail.

The charges stem from an interview with Kennedy’s 15-year-old daughter at the Children’s Advocacy Center regarding an unrelated matter on Aug. 22, 2024. The victim told the interviewer that she would accompany her mother, Kennedy, to a residence in Claysburg to purchase meth on several different occasions. The victim then began using meth herself at their home along the 1800 block of North Imler Valley Road in Kimmel Township, Bedford County, according to the affidavit of probable cause.

The victim said she began asking Kennedy for her own meth and that Kennedy agreed. She would give Kennedy money for the drugs and would also receive meth as payment for babysitting Kennedy’s drug dealer’s children. The victim said Kennedy was the only person who gave her the drugs and eventually provided it every day, the police report stated.

The victim told the interviewer she and her 14-year-old sister became addicted to meth, that she used it “every day,” would wake up and “immediately want it” and stay awake for two days before eventually falling asleep. When Kennedy only had “a little bit left,” she’d allow the 15-year-old victim to use it with her, the report stated.

The victim said that at the height of her addiction, one rock would last her for about a half day or full day. She described using “ball pipes” to ingest the meth, adding that Kennedy had taught her how to use them. The pipes were usually stored in Kennedy’s bedroom, the report stated.

In an interview with state police at Hollidaysburg, Kennedy told officers she was a drug user and used meth off and on for a couple years. When asked about the 15-year-old and 14-year-old victims using meth, Kennedy said “they would get into my stuff.” Kennedy said she would hide her drugs and the victims would steal it, the report stated.

Kennedy told officers the 14-year-old victim admitted that she would “get into” Kennedy’s meth and use it. She described once waking up in the middle of the night and finding the victims crawling around on her floor with flashlights, looking for “pieces” of meth that Kennedy might have dropped on her bedroom carpet, according to the affidavit.

Officers asked Kennedy why, if she had suspicions of her children stealing her meth, she would continue bringing it into the residence, to which Kennedy said “I guess I thought I would hide it enough.” Kennedy said she “needed” the meth because she was trying to wean herself off of the drug, the report stated.

Kennedy told officers that the 15-year-old victim’s boyfriend also gave her money for meth and that the victim would “beg” her to buy meth for him. Kennedy said she felt the 15-year-old victim was “pulling away” from her and thought that if she did what the victim’s boyfriend asked, she would earn the victim’s love back, the report stated.

Kennedy told officers she never used meth with the victims and did not provide them with instruments with which to smoke meth. She said she believed the victims got foil from the kitchen and “very well may have” taken her personal pipe from her drawer without her knowledge, the report stated.

Kennedy is scheduled for a preliminary hearing in front of Osman on Jan. 21.
