Community improvement projects share $5.1 million in state grant money
Multiple community improvement projects across the region were awarded more than $5.1 million in Local Share Account (LSA) and Act 13 Greenways, Trails and Recreation Program funds from the Commonwealth Financing Authority.
“This funding will address critical needs across our district, including infrastructure, public safety and essential services,” said state Sen. Judy Ward, R-Blair. “The statewide LSA and Act 13 grant programs provide a financially responsible and affordable way for our local governments to make necessary improvements to their community and increase the quality of life.”
The following LSA projects were approved:
Blair County
Altoona City: Abandonment of Pedestrian Underpasses — $296,800. LSA funds will be used to remove two abandoned pedestrian underpasses by filling in the existing underground structures with a fill material and carrier pipe.
Antis Township: Township Building Energy Upgrades — $200,000. Funds will be used to remove 46-year-old boilers and replace air handlers and pumps with new, high-efficiency heat pumps at the Antis Township Municipal Building.
Blair County Airport Authority: Airport Terminal Rehabilitation Planning/Design — $250,000, for planning, consulting and design and engineering costs necessary to rehabilitate the terminal.
Greenfield Township Municipal Authority: Water Wells Feasibility Study — $155,000, to be used to complete a planning study evaluating the condition of two public water supply wells, which serve a system of 680 customers among a population of 2,500 residents.
Hollidaysburg Borough: Phoenix Fire Company Building Renovations — $257,000, to replace the 40-year-old failing roof and install a 55.47 KW roof mount solar system. The current roof of the building is 40 years old and is showing cracks and leaks.
Juniata Township: Wheel Loader — $100,000, to purchase a four-wheel drive wheel loader to replace their 2009 Mustang skid steer.
Roaring Spring Borough: Highway Maintenance Vehicle — $100,000, to purchase a new work truck and additional modifications to transform the truck into a plow truck and salt spreader.
Snyder Township: Snyder Township Maintenance Garage — $400,000, for construction and administrative costs to construct a 4,000 square foot maintenance garage with three large garage bays to store roadway equipment.
Bedford County
Seventeen Bedford County projects will receive more than $4.6 million in LSA and Greenways, Trails and Recreation Program funding:
Bedford Borough Municipal Authority: $334,000 to cover construction, engineering and administrative costs to replace the Barclay Drive Waterline and $219,000 to purchase a new wheel loader for the borough.
Bedford Fulton Joint Recreation Authority: $30,622 to purchase a new tractor for their trial maintenance equipment located in East Providence Township in Bedford County.
Bedford Township Municipal Authority: $90,000 to purchase a sewer camera to assist with performing investigative work and complete normal maintenance.
Cumberland Valley Township: $114,730 to purchase a plow/dump truck.
East Providence Township on behalf of the Breezewood Volunteer Fire Company: $260,790 to purchase 27 new self-contained breathing apparatuses and associated equipment as well cover administrative costs.
East Providence Township Municipal Authority: $141,000 to cover construction, engineering and administrative costs to replace an emergency generator in Breezewood.
Everett Borough Area Municipal Authority: $557,750 to cover construction and engineering costs to replace the Transite waterline and water service.
Hopewell Borough: $284,542 to cover construction, engineering and administrative costs to build a fire access boat ramp in the borough and $111,496 to purchase a utility truck.
Hopewell Township: $195,750 to cover construction and engineering costs to make improvements to the township’s sewage treatment plant.
Liberty Township: $107,000 to cover construction costs to demolish the Stonerstown school building and add stone to create a parking area.
Londonderry Township: $143,148 to purchase a backhoe.
Napier Township: $560,237 to purchase two 2025 MV607s, a 2024 Ford F600, and the outfitting of each truck.
Saxton Borough Municipal Authority: $762,500 to cover demolition, mobilization/demobilization, equipment purchases, installation/building modification, engineering and administrative costs to complete upgrades that their facility.
Snake Spring Township Municipal Authority: $67,530 to purchase a cargo van.
Southampton Township: $78,400 for the construction of a pole building.
West Providence Township Municipal Authority: $253,000 to cover construction and engineering costs to realign the Scalia sewer trunk link.
Woodbury Borough: $86,556 to purchase a utility truck.
Bedford Borough: $250,000 from the Greenways, Trails and Recreation program for Phase I of the Green Project, a walking trail development initiative.
Huntingdon County
Cromwell Township: $650,000, to purchase two new ambulances to replace an aging fleet that has required significant maintenance in recent years.
Huntingdon Borough: $31,132, to expand Bryan Park by creating a new entertainment stage for concerts and other events, as well as demolishing a neighboring area to the park to expand it.
Smithfield Township: $55,607, to install a new lighting system at three Standing Stone Post No. 1754 VFW baseball/softball fields that are operated by VFW Teener Baseball League of Huntingdon.
The following Act 13 – Greenways, Trails and Recreation Program projects were approved:
Orbisonia Borough, Huntingdon County: T. E. Orbison Park — $161,266, to construct a new memorial park to honor the borough’s founder, Thomas E. Orbison, and highlight the area’s rich industrial and railroad heritage. The project will include the construction of a curved brick memorial wall with wrought iron railing, vintage-style benches, brick pavers, landscaping, lighting, and an interpretive display featuring a historic bell and plaque.
73rd Legislative District
State Rep. Dallas Kephart, R-Cambria/Clearfield, and Sen. Wayne Langerholc Jr., R-Cambria, said more than $1 million in Local Share Account funding will be invested in the 73rd Legislative District.
Projects funded include:
Bigler Township: $134,760 for a new winter maintenance plow truck.
Boggs Township: $32,404 for a new municipal truck.
Bradford Township: $60,000 for a new drum roller.
Burnside Borough: $116,010 for a new backhoe loader.
Clearfield Borough: $85,646 for rehabilitation of Chester Street.
Clearfield Borough: $120,664 for a new winter maintenance plow truck.
Cooper Township: $123,816 for a new backhoe loader.
Decatur Township: $93,678 for a new excavator.
Karthaus Township: $233,708 for a new 4WD ambulance vehicle.
Patton Borough: $100,000 for a new search and rescue truck.
West Carroll Water Authority: $61,880 for a new utility truck.
Cambria County
Adams Croyle Recreation Authority: $63,019 to purchase two 60-inch diesel, zero-turn mowers and one subcompact frontend loader to replace inoperable lawn mowing equipment.
Blacklick Township: $34,052 for the renovation of Dr. Prideaux Memorial Park, North Street Park and Blacklick Township Municipal Park.
Cambria County: $150,000 to replace the roof at the Central Park Complex in Johnstown’s historic Glosser Brothers Building.
Cambria County General Financing Authority, on behalf of Bishop McCort Catholic High School in Johnstown: $178,500 to remove and upgrade the gym floor at the high school.
Cambria County Redevelopment Authority, on behalf of the Red Cross of Chestnut Ridge and Allegheny Mountains: $300,000 for the purchase of 11 vehicles designed to transport blood to hospitals, cancer centers and surgery centers across Pennsylvania.
Conemaugh Township: $262,000 for the repair or replacement of Hornet Avenue, Lexington Avenue, Luzon Avenue, Ticonderoga Lane, Killiwatt Street, Skyline Drive and Vogel Street; $68,478 to purchase attachments and equipment to add to their multipurpose tractor uses; and $44,492 for the purchase of firearms and laptops for the police department.
Daisytown Borough: $68,998 to purchase a small excavator for loading the borough’s new salt truck, maintaining the playground and baseball field, culvert replacement and repairs, stormwater ditch maintenance, debris removal and other miscellaneous work.
East Taylor Township: $130,848 to make upgrades at the Mineral Point and Dormer Street playgrounds, and $73,000 for electrical upgrades in the municipal building.
Ebensburg Borough: $42,000 for the restoration of the baseball and softball fields at the Ebensburg Memorial Ballfield.
Johnstown Redevelopment Authority, on behalf of West End Ambulance Service: $459,9000 to renovate the West End Ambulance Service building.
Nanty Glo Borough: $259,033 to replace the roof and concrete apron of the borough fire station.
Upper Yoder Township: $123,600 to purchase a new backhoe with a heavy-duty long lip and cutting-edge bucket, and $69,593 to purchase a police interceptor vehicle.
Vintondale Borough: $177,592 to purchase equipment to maintain a flood control levee, which the Pennsylvania Department of Environmental Protection has deemed minimally acceptable/unacceptable due to the condition of the drainage structure and unmaintained debris. The borough will also receive $64,398 on behalf of Citizens Fire Company to purchase specialized fire apparatus equipment to aid with emergency search and rescue situations.
