Altoona man arrested for contact with minor
A city man charged with unlawful contact with a minor is being housed in the Clearfield County Prison on $200,000 bail after allegedly touching a young family member in two separate incidents.
Elwood Clark Queen Jr., 61, was arraigned Tuesday by Magisterial District Judge Jerome Nevling on four felony counts of unlawful contact with a minor – sexual offenses, two felony counts each of corruption of minors and endangering the welfare of children, a felony count of indecent assault and three misdemeanor counts of indecent assault.
State police at Clearfield were notified on June 20 that Elwood allegedly had sexual contact with a 13-year-old juvenile family member in a residence along the 4000 block of Tyrone Pike in Beccaria Township, Clearfield County, on June 15, according to the affidavit of probable cause.
In an interview, the victim told officers that Queen asked her if she wanted to relax after a hike because he could put the backseats down in his vehicle and open the trunk so they could look outside. The victim said they were lying down when she said her back started to hurt and Queen offered to give her a back rub, the police report states.
The victim agreed and Queen started to rub the victim’s back, but unclipped her bra and lifted her shirt up. Queen then pulled her pants and underwear down to her ankles. The victim said Queen began touching her butt and when he slowly worked his way down, the victim told him “OK, I feel fine now.” She told officers that Queen almost touched her genitals, the report states.
The victim also told officers of a second incident that allegedly occurred sometime in 2024 at Queen’s residence along the 1200 block of 16th Avenue in Altoona. She said her back and hips were hurting and Queen offered to give her a massage. When Queen began rubbing the victim’s back and hips, the victim said Queen put his hand down her pants and underwear and began rubbing her genitals, according to the affidavit.
When he spoke with police, Queen denied all of the allegations but later admitted to unhooking the victim’s bra and pulling down her pants. When asked by officers if he had touched the victim’s genitals, Queen agreed it may have happened but denied that the touching was sexual, the report states.
Queen is scheduled for a preliminary hearing in front of Nevling on Monday.
