Frankstown Village stormwater project to get funding

Frankstown supervisors approve grant application

The Frankstown board of supervisors approved a Community Development Block Grant application Tuesday night to fund a stormwater project in Frankstown Village.

The CDBG helps fund projects in a community such as housing, rehabilitation and storm water infrastructure with middle and low income families, manager Henry Fownes said.

According to Fownes, the total for the 2025 funding allocation was $130,187, minus 18% for administrative costs.

There were no applicants for funding this year, he said, which is why they are allocating the total amount toward the stormwater project.

Yet, he said if someone comes forward, along with the approval of CDBG coordinator Trina Illig, the council can “take a look” at a request as long as the money “isn’t spent yet.”

He said that funds for “previous years have been allocated,” stating that “it takes a while for funding to catch up with the projects.”

The council was told that 11 property owners have received their funding, but the projects have not started yet, he said.

The board also approved Ken Wertz Hauling & Septic Service Inc. for a two-year dumpster contract with the township for $213.

Supervisor Ken Wertz abstained from the vote.

Because the payment is less than $500, Fownes said the second-class township rules state that “contracts can be awarded to board members or their family members.”

He added that the proposal does not have to go through a bid process if it is “advertised in advance and is voted on in public after people have had an opportunity to comment.”
