Former inmate sues Blair County Prison for $2.4 million over mice, overcrowding
Lawsuit complains of overcrowding, mice infestation
Another former inmate of the Blair County Prison has filed a civil rights complaint with the federal District Court in Johnstown — the 11th such petition in the past two months.
The inmate, Glay L. Kimble, 44, of Franklin County said that during his short stay there he found the facility to be overcrowded and infested with mice.
Kimble indicated in his federal petition that he is a convicted and sentenced state prisoner who was placed in Blair County for a technical violation of his parole.
He indicated he was not placed in the Blair facility due to new criminal charges.
Kimble reported that he was in the Blair County Prison on Sept. 29 and 30 and was placed in the prison’s gym which, when the facility becomes crowded, is used to house inmates.
He stated in his petition that he had to sleep on the hard floor and while eating his breakfast, he saw what he believed to be mouse droppings.
He stated he became ill soon after eating his breakfast.
Kimble reported the incident to an officer.
The office stated there was nothing he could do about the situation, and several other officers “told me to stop coming to jail,” Kimble wrote.
Yet another officer shared with Kimble “that an inmate had ate an actual mouse, so I should be happy.” At that point, Kimble reported he walked away.
He ended up sleeping on the floor, noting “I didn’t sleep at all,” due to the mice and people stepping over him.
Kimble stated in his petition he wants $2.4 million “for being housed in an overcrowded prison.”
The inmate stated he more recently was moved to the State Correctional Institution in Smithfield, Huntingdon County.
However, Pennsylvania’s inmate locator on Tuesday noted he presently resides in SCI Fayette County.
The complaint has been referred to Magistrate Judge Christopher B. Brown in Pittsburgh for review.
The reference by Kimble to an inmate consuming a mouse and becoming ill was reported Oct. 5 in the Mirror.
