HOLLIDAYSBURG -- The city man arrested following a shooting probe in early December 2024 was sentenced to six to 12 years in prison in exchange for pleading guilty to the eight charges against him.
In Blair County Court on Monday, Kalb Lee Clifford, 20, pleaded guilty to three felony counts of possession of a firearm prohibited and single felony counts of endangering the welfare of children and possession with intent to deliver, as well as two misdemeanor counts of recklessly endangering another person and a single misdemeanor count of possession of drug paraphernalia.
In exchange for his guilty plea, presiding President Judge Wade A. Kagarise sentenced Clifford to a total of six to 12 years in a state prison and a $1,000 fine.
As part of his sentence, Clifford must undergo a mental health evaluation, drug and alcohol treatment and have no contact with the victims or their families. Any parole conditions must also be consistent with those programs' guidelines, Kagarise said.
Clifford received credit for time served since Dec. 2, 2024.
Prior to his sentencing, Clifford apologized for his actions and said he was trying to turn his life around.
The charges were brought against Clifford after Altoona police were called to an apartment along the 1100 block of 13th Avenue on Dec. 2, 2024, for a report of a bullet hole in the wall. A neighbor told officers she found the hole and, a short time later, Clifford came to her door and offered to fix the wall, the police report stated.
Clifford also offered methamphetamine and marijuana to the tenant so she would not call police. While she declined the offer, she reported the incident to the maintenance man, who called police, the report states.
Clifford and his girlfriend, Sicilia Mia Allen, 21, told officers a friend accidentally discharged a gun in their apartment and there were no firearms in their residence. Officers noted Clifford is a person not to possess a firearm.
While in the apartment, police located a 1-year-old child in a crib and both the child and crib were covered in urine. The child's diaper was full and the baby's room contained rotten food and trash.
Allen told police that Clifford sells drugs out of the apartment, the drugs are kept in a safe in their bedroom and that a pound of marijuana was currently in the safe, police reported.
Police obtained a search warrant for all controlled substances, drug paraphernalia, guns and gun accessories, photographs, cellphones and other items.
During the search, officers found two Ruger handguns; an AR-style rifle; four AR magazines, including a large drum magazine; 40 caliber, 380 and 22 magazines; assorted ammunition; 440 grams of marijuana flower; sandwich bags; cigarillos; 48 grams of marijuana wax; three packages of marijuana resin; 17 marijuana cartridges; two digital scales; 14 large airlock bags with marijuana residue and $251.
Police noted that the guns and majority of the ammunition were found in the dining room, while one of the magazines containing live ammunition was found in the baby's room. The marijuana and paraphernalia were primarily located in the couple's bedroom.
Allen pleaded guilty to single felony counts of possession with intent to deliver and endangering the welfare of children, as well as a single misdemeanor count of possession of drug paraphernalia on Feb. 24, 2025. She was sentenced to a maximum of five years' probation.
