Planners OK Holliday Hills proposal for townhouses

By Walt Frank 2 min read

Blair County Planning Commission members Thursday gave a positive review to the Holliday Hills Phase II Development Plan, located along Holliday Hills Drive, Hollidaysburg.

The proposal calls for the construction of 14 new duplex townhouses within the Holliday Hills area, on a parcel shared with an existing seven-townhouse development that was approved in June 2022 and owned by Gretka Realty. The proposal will also include a private road, paved driveways, and a stormwater management facility, said MacKenzie Caron, regional planner.

Access to the townhouses will be from a new 24-foot-wide bidirectional private access road that will connect Beaver Street to Holliday Hills Drive. It appears that the proposed access drive should provide adequate vehicle circulation and maneuverability within the site.

"Due to the site's proximity to a busy intersection and railroad crossing, we recommend the developer consult with Hollidaysburg Borough and PennDOT in order to assess any potential unforeseen transportation concerns as a result of the addition of a new road," Caron said

The proposed townhouses have the potential to generate additional peak hour vehicle trips at the site, though planners do not anticipate that the additional trips would be sufficient enough to require a Transportation Impact Study.

"Regardless, if they have not already done so, we recommend that the developer consults with Hollidaysburg Borough and PennDOT in order to address any unforeseen negative impacts on the local transportation system as a result of this proposal," Caron said.

While sidewalks are not proposed in the plan, sidewalks currently exist along Holliday Hills Drive. Caron said planners recommend the inclusion of sidewalk completions along Holliday Hills Drive and Beaver Street, as well as along at least one side of the private road in order to provide ample pedestrian circulation and walkability throughout the site.

Member Nick Ardizzone said sidewalks should be installed on both sides of the streets.
