Carper moved to Logan Twp.; replacement will be appointed

City Councilman Joe Carper has resigned because his family has moved out of the city.

The city is taking applications from residents interested in serving the rest of Carper's term via appointment by a vote of the remaining council members.

Carper lived in Llyswen, but he and his wife recently had their third child and wanted a bigger house, which they found in Logan Township, Carper said Monday.

Applications for appointment to fill the remainder of Carper's unexpired term will be available on the city website starting sometime today, according to City Clerk Linda Rickens Schellhammer.

Completed applications are due by noon Aug. 23.

Council plans to appoint Carper's replacement at a special meeting, 6 p.m. Aug. 30 in the Common Room on the fourth floor of City Hall, Rickens Schellhammer said.

The appointee will serve until the first Monday of January and can participate in work sessions in September and October, a budget session in October and council meetings in October, November and December, according to Rickens Schellhammer.

Carper submitted his letter of resignation Aug. 1, the day he sold his house in the city, he said.

The Carpers wanted to remain in the Altoona Area School District, because their 3-year-old son Jac has special needs and the district has good programs for such children, Carper said.

Carper was first elected to council in 2019, and was sworn in the following January.

"I greatly enjoyed serving," Carper said. "It was a high honor."
