Police: Detwiler, 55, used fire company position to get close to teenage members

A Hollidaysburg man faces sexual assault and corruption of minors charges after being accused of using his position with the Geeseytown Community Fire Company to get close to two juvenile members.

Paul Richard Detwiler Sr., 55, was arraigned in two cases Thursday morning before Magisterial District Judge Paula M. Aigner.

In the first case, Detwiler faces felony charges of sexual assault by volunteer or employee of a nonprofit, unlawful contact with a minor-sexual offenses and corruption of minors-defendant age 18 or above. Bail was set at $100,000 unsecured.

In the second case, Detwiler faces felony charges of criminal solicitation-sexual assault by volunteer or employee of a nonprofit, criminal attempt-unlawful contact with a minor-sexual offenses and criminal attempt-corruption of minors-defendant age 18 or above. Bail in this case also was set at $100,000 unsecured.

Detwiler faces preliminary hearings in both cases on July 11 before Aigner.

According to court documents, fire company Chief Dennis Estep and his wife, Crystal, went to the Hollidaysburg state police barracks on May 16 to report concerning behavior between Detwiler and a juvenile member of the fire company.

The Esteps were then joined by a 16-year-old juvenile and her mother, police reported.

During an interview with police, the victim’s mother said she became aware of messages between Detwiler and her daughter.

The mother took photos of the messages Detwiler sent, including several asking if she trusts him, asks if she is willing to have sexual intercourse with him and asks if she shaves.

The two talk about having an intimate relationship, court documents state.

The mother said she saw messages dating back to January and the last time Detwiler and her daughter spoke was on May 4, after which Detwiler became aware the mother knew about the messages and blocked the victim via Facebook.

The victim denied any physical or sexual contact between her and Detwiler, but she said he did ask her to send pictures of her breasts, which she refused.

During the investigation, police were told of another possible victim, and after an interview with that victim on June 21, charges were filed as a second case.

Police first spoke to the girl’s mother on June 16, who said her daughter joined the fire company when she was 14. From the time her daughter was 16, the mother said Detwiler spent a significant amount of time with her, but nothing ever seemed dangerous as the families were close. The mother also told police that when her daughter heard about the other case, she contacted Detwiler to warn him.

Police received search warrants for Detwiler’s and the 16-year-old victim’s Facebook records.

The search warrants allegedly show that Detwiler was grooming the girl.

Detwiler asks her to teach him how to use Snapchat. In other messages, he sent sex-related memes.

According to the affidavits of probable cause, police found multiple messages exchanged this year between Detwiler and the now 19-year-old. From Jan. 1 through May 4, police found the two engaged in numerous sexual conversations and planned dates and meetups, including a Valentine’s Day date. The two talked about continuing these affairs, even though Detwiler is married and the teen is dating someone else, police noted.

On June 21, police spoke with the 19-year-old who allegedly admitted that they had a romantic and sexual relationship, engaging in sexual intercourse after she turned 16.

The report states she admitted to police that she felt like Detwiler took advantage of her and she was not mature enough to be in a sexual relationship with him. It was not until after she turned 18 that Detwiler exchanged naked pictures with her, she told police.
