Williamsburg considers tax hike

WILLIAMSBURG -- The Williamsburg Community School Board is considering a property tax increase of 0.4 mills, which would bring the district's millage rate from 9.082 mills to 9.482, according to district Business Manager Kalie Zabrosky.

For the district's average homeowner, this would increase taxes by about $45, Zabrosky said. The Act 1 index for the district was about 6.1% or 0.4361 mills, but the board unofficially decided on an even 0.4 mill increase.

Zabrosky presented the district's proposed final 2023-24 budget to the board Tuesday evening. With revenue from all sources totaling an estimated $8,721,144 and estimated expenditures totaling $8,975,068, the district could see a $253,924 deficit in the 2023-24 school year.

Salaries and benefits are the district's largest line items, accounting for 62% of its expenditures. Salaries will see a $15,000 increase from the 2022-23 school year, Zabrosky said.

The remaining federal ESSER III COVID-relief funds were also discussed.

"The ESSER III was the most received, that was about $1 million," Superintendent Lisa Murgas said. "There's about $215,000 left of that to spend and that money has to be spent by September of '24."

According to Zabrosky, that $215,000 would go toward remediation teacher salaries as well as a custodial salary.

Zabrosky also outlined the district's Greater Altoona Career and Technical Center budget, saying it would be seeing its monthly operational cost increase by about $3,700 in the 2023-24 school year.

"For this current school year, we were paying $28,271," Zabrosky said.

Murgas said that total increase would amount to about 3%.

"That's about in line with what is typically increased by the CTC," Murgas said. "There's nothing outlandish there."

The board will vote on the proposed final budget during its regular meeting on May 9. It will then be on display for public viewing for 30 days before the board votes on its final adoption in June.
