Three face charges for allegedly hiding driver in fatal accident

CLEARFIELD -- Three women accused of hiding the whereabouts of a man after a fatal accident in November 2020 were in Clearfield County Court Monday.

State police said Stacey Danielle Peters, 47, of West Decatur, Jenny S. Peters, 49, of Philipsburg, and Drew Peters, 27, of Woodland, all helped Joel Edgar English, 24, of Woodland, leave the scene of the accident in Bradford Township.

Judge Paul Cherry accepted the three Peters women into the accelerated rehabilitative disposition program for first time offenders. They will serve one year ARD probation, pay $900 plus court costs and perform 100 hours of community service.

English, who is charged with felony accidents involving death or personal injury, misdemeanor involuntary manslaughter and DUI, and summary offenses including failing to report accident to police, failure to notify police of accident with death, operating a vehicle without a valid inspection and several other summaries, has signed a plea agreement and is scheduled for sentencing in May.

According to the affidavit, when police arrived at the scene of the accident at McDowell Road, Bradford Township, just after midnight on Nov. 7, 2020, Travis Straw, 24, of West Decatur, was deceased and English, the registered owner of the vehicle, was not there.

Later that night, police determined that another occupant had fled the scene and identified him as English. After he was located, he reportedly denied being the driver.

Surveillance footage from the Clearfield Moose showed the two leaving together with Straw in the passenger seat as they left the parking lot.

A witness said he saw English in the driver's seat after the accident and Jenny Peters helped him out of it.

Emergency medical personnel told officers that Stacey Peters, Jenny Peters and Drew Peters were at the scene prior to their arrival.

Jenny Peters told police she was traveling on the roadway alone when she came upon the accident. She said there was no one else there until the other women arrived.

When questioned by police, Stacey Peters said they arrived after the crash. Drew Peters stated that she and Jenny Peters tried performing CPR on the victim.

When asked if anyone else was on the scene, they said no.

In a later interview, Stacey Peters admitted English was at the scene. She said because he was screaming and crying hysterically as he tried to wake the victim, she drove him away from the crash scene.

Another person then drove English home, allowing Stacey Peters to return to the scene.

Later, a blood test revealed that English's blood alcohol content was 0.217%, according to the report.
