Couple arrested after suspected drugs found

A wallet left behind at the First Street Taco Bell landed a couple in prison after employees found suspected drugs while looking for the wallet’s owner.

Altoona police were called to the restaurant about 7 p.m. Tuesday after a couple forgot a female’s wallet in the dining area.

A photo ID in the wallet belonged to Rachel Renee Dionis, 19, of Altoona, employees told police, adding that she was with a male while in the restaurant. The two returned to the restaurant to claim the wallet, but police were there and employees pointed out Dionis and the male, identified by police as Joshua Tyler Riggleman, 18, of Tyrone.

Police made contact with the two in the outdoor dining area, where Dionis was told she could not leave due to the suspected drugs in her wallet.

While police were talking to her, Dionis ran out of the dining area and across the drive-thru lane, where she was caught and taken to the ground, court documents state. Dionis resisted arrest and was eventually taken into custody, police reported.

When asked if she had a weapon, Dionis told police she was holding a firearm for someone else and it was located in her backpack. Police located the 9 mm handgun. Dionis told police that she and Riggleman were in a friend’s vehicle Monday when the firearm was placed in her backpack.

Riggleman, who was also taken into custody, said the two were in a vehicle with a male he does not know and the firearm was taken from the vehicle and placed in the backpack. He and Dionis went to a family member’s home to spend the night and while there, Riggleman unloaded the firearm and placed it back in the backpack, he told police.

Neither Riggleman or Dionis have a license to carry a firearm, police reported.

During a search of the backpack and wallet, police found an empty pen tube with white residue, two modified bottlecap devices, several rolled currency bills, a package of strawberry rolling paper, an empty Juul pod with white powder, a “Rick & Morty” cigar tube with green leafy remnants, five bags with a green leafy substance that tested positive for marijuana, a cardboard “RAW” cone with suspected marijuana, an orange jar with suspected marijuana, a green vape pen with marijuana oil, a bag of white powdery substance and a plastic vial of white powdery substance.

Riggleman was arraigned Wednesday morning before Magisterial District Judge Daniel C. DeAntonio on felony charges of carrying a firearm without a license, conspiracy to theft and conspiracy to receiving stolen property along with misdemeanor charges of conspiracy to theft, conspiracy to possession of a controlled substance and conspiracy to possession of drug paraphernalia. Unable to post $30,000 bail, he was remanded to the Blair County Prison.

Dionis was also arraigned before DeAntonio Wednesday morning. She faces felony charges of escape, carrying a firearm without a license, conspiracy to theft and conspiracy to receiving stolen property along with misdemeanor charges of conspiracy to theft, resisting arrest, conspiracy to possession of a controlled substance and conspiracy to possession of drug paraphernalia. Unable to post $30,000 bail, she was remanded to the Blair County Prison.

Both Riggleman and Dionis have preliminary hearings set for March 1 before DeAntonio.
