Election IQ given four-year contract after winning bid of $120,120

HOLLIDAYSBURG -- Blair County will depend on a new company for election ballots.
Commissioners recently awarded a four-year contract to Election IQ of Akron, Ohio, based on its bid of $120,120, or about $30,000 annually.
The county has been using William Penn Printing of Pittsburgh for ballot printing services.
While that company submitted the lowest of three bids for the county's four-year contract, it failed to sign a required bid addendum that was submitted with its price of $114,400.
That failure was judged to be a flaw that disqualified the bid, county leaders said.
The county also received a bid of $356,160 from Integrated Voting Systems of Dinuba, Calif., which was also disqualified because the bid was submitted without an addendum.
Election IQ's price, accompanied by a signed addendum, was deemed to be in compliance with the bid specifications.
The bid specifications also required each bidder to supply 200 sample ballots that were run through the county's election counting equipment.
The sample ballots Election IQ submitted were deemed to be satisfactory, county leaders said.
