Blair prisoner receives 1 to 2 years for spraying fecal matter on inmate

HOLLIDAYSBURG — A Blair County Prison inmate was sentenced Friday to one to two years’ incarceration for spraying a fellow inmate with fecal matter from a water bottle in May.

Lavelle D. Nelom, 24, Altoona, will serve the sentence at the same time as a five- to 10-year sentence recently imposed in unrelated robbery and burglary conspiracy cases.

“This was repulsive,” Judge Jackie A. Bernard told Nelom in court where she reviewed the recommended sentence to address the charge of aggravated assault by prisoner.

“You’re right,” Nelom told her after saying he was sorry and that he regrets what he did.

“It resulted from street beefs,” he told the judge.

“Babies behave better than that,” Bernard told him.

In her sentencing order, Bernard recommended Nelom for cognitive behavior therapy that could be available to him as a state prison inmate.

Hollidaysburg Borough police charged Nelom with the third-degree felony after being contacted by prison personnel, who provided video of the May 17 assault.

Court documents show Nelom has been in the county prison since Jan. 15, 2021, when the Altoona resident was arrested with three others during an attempted break-in of a residence on the 900 block of Second Avenue. Police said the group, which wanted a PlayStation in the residence, tried to break in after being denied entry and threatened to shoot those inside.

Altoona police also identified and filed charges against Nelom as part of a group that assaulted and robbed an Altoona woman on Oct. 25, 2020, in the Gospel Hill area. The victim, who told police she became semi-conscious during the attack, was transported to UPMC Altoona for treatment of abrasions, bruises and lumps.

Court records indicate that Nelom’s five- to 10-year sentence was likely imposed in June during a review of criminal cases. A sentencing order detailing his pleas to specific charges is not yet on file at the prothonotary’s office.
