Three Springs man arrested in killing of neighbor

A Three Springs Man was arrested on criminal homicide and other charges related to the early April shooting death of his neighbor, Timothy Skipper Jr., 40.

The Huntingdon County District Attorney’s office announced the arrest of Cole J. Campbell, 30, after an investigation into Skipper’s death led investigators to video footage of the killing.

Court documents show that Campbell and Skipper were neighbors and that Skipper went to Campbell’s residence about 7:42 p.m. Sunday, April 3, after Campbell was observed driving up and down Springhill Drive at a high rate of speed.

The shared driveway had been an ongoing issue, with several residents claiming Campbell would block the driveway and had an “association” in which those living along the road were required to pay $250 in road fees to the Campbells. Witnesses also told police that Campbell liked to speed past Skipper’s house and that Skipper asked repeatedly that Campbell slow down because Skipper had young children, court documents show.

Witnesses said the confrontation over speeding on the road was always verbal in the past.

That changed, court documents state, on the evening of April 3, when the confrontation turned deadly.

When police arrived on scene, officers found that Skipper, in the back of a Three Springs ambulance, had succumbed to his injuries from several gunshot wounds.

Upon entering Campbell’s home, officers secured an AR-15 rifle and magazine allegedly used in the shooting.

Police said Campbell then showed officers his cellphone, and without prompting, the surveillance camera footage of the shooting. Campbell told police that there was a surveillance camera located inside his kitchen and a doorbell camera located at the front door that captured the incident.

Officers reported the video showed Skipper just outside the front door and Campbell standing just inside his kitchen at the front door. Campbell is shown pointing a rifle at Skipper and Skipper grabbed the barrel of the rifle, court documents state.

A struggle ensued at the doorway and moved inside the house, police reported.

During the struggle, Skipper falls to the ground and Campbell steps back, pulls the rifle up and appears to shoot at Skipper, police said.

Skipper then retreats by crawling outside, police said, noting that Skipper did not appear to have a weapon.

During the investigation, police noted that neighbors and family members tried to save Skipper’s life by performing CPR.

Two witnesses said they heard the shooting and when they looked to see what had happened, Campbell was “fuming” and was still holding the gun. When a witness asked Campbell what happened, he allegedly said “I shot him three times, can’t you see?” Campbell handed the witness a towel while saying “can you help him,” the witness told police.

An April 5 autopsy at Mount Nittany Medical Center, State College, showed that Skipper had been shot three times, with one wound to his shin, another to the right forearm and one entering his right upper arm and passing into his chest. The autopsy determined the cause of death to be a gunshot wound to the chest, court records state.

On April 18, police secured a search warrant for the DVR recording device in Campbell’s home and the DVR was reviewed April 19. Footage from three cameras — the kitchen, living room and driveway — showed the sequence of events, police stated, noting that Campbell appeared to stage the rifle at the doorway before the confrontation with Skipper, and after the first shot struck Skipper’s shin, Skipper begins to fall backward onto the floor when Campbell backs up. Skipper then raises his arms and Campbell fires the rifle two additional times, police reported.

Video footage shows Skipper dragging himself out of Campbell’s residence, and Campbell walking to the door and watching Skipper on the ground, police reported.

Police reported that doorbell camera footage reviewed on April 27 shows that no threatening statements were made.

Campbell was arraigned Friday before Magisterial District Judge Lisa M. Covert on a charge of criminal homicide, two felony charges of aggravated assault, three misdemeanor charges of simple assault and misdemeanor charges of recklessly endangering another person and terroristic threats.

Bail was denied, and Campbell was remanded to the Huntingdon County Prison. A preliminary hearing is scheduled for 11 a.m. May 11.

The case will be prosecuted by District Attorney David G. Smith and First Assistant District Attorney Ethan V. Wilt, the DA’s office said in a statement.
