CLEARFIELD -- A Philadelphia woman is facing multiple felony charges for her involvement in a plan to deliver contraband to the State Correctional Institution at Houtzdale using official documents soaked with synthetic marijuana.
Kotoria Makeiya Davis, 35, is charged with felony counts of conspiracy/contraband, possession with intent to deliver a controlled substance, criminal use of a communication facility and dealing in proceeds of unlawful activities, and misdemeanor intentional possession of a controlled substance.
The scheme allegedly involved multiple people and inmates who were not aware that their information was being sent by another inmate to an attorney who sent paperwork that appeared to be legal documents.
According to the affidavit of probable cause, the investigation began after phone monitors at the prison learned about the plot. One of these envelopes was intercepted and later tested positive for synthetic cannabinoids, or K2.
When the inmate it was addressed to had no knowledge of its origin, the investigation turned to the attorney in Bristol who had sent the documents.
He explained that he had received the legal paperwork and information on the inmate from Davis.
Davis had given him other such documents, which he understood to be for potential clients and dealt with appellate issues, he told police.
The attorney said Davis was involved with his childhood friend, Darryl Langerston, who was also an inmate at the prison.
In her interview with investigators, Davis said she received the actual tainted paperwork from another acquaintance of Langerston.
The plan was to give the papers to the attorney who would then mail it to the targeted inmate. She said she paid the attorney $100 in cash each time she provided the documents.
Langerston used other inmates' phones or accounts to discuss the details with Davis through his brother. To avoid detection, they addressed the mail to various inmates.
Officials determined that Davis was aware that she was receiving contraband to give to the attorney and that she profited from these transactions.
Davis waived her right to a preliminary hearing during centralized court Tuesday in Clearfield County, sending the case on to the Court of Common Pleas. Her bail was set at $5,000, unsecured.
Langerston is charged with two felony counts of possession of a controlled substance-contraband, and possession with intent to deliver a controlled substance, a felony count of criminal use of a communication facility and misdemeanor intentional possession of a controlled substance.
His preliminary hearing is scheduled for Nov. 19 at the prison.
