Holley takes plea to encouraging prostitution involving teen, girl
HOLLIDAYSBURG — An Altoona man has rendered guilty pleas to promoting or encouraging prostitution involving a teenager and her 12-year-old sister.
Ronald L. Holley, 30, who rendered guilty pleas in March to child pornography possession charges in exchange for two to four years in jail, will now serve an additional one to two years, for a total incarceration period of three to six years, followed by five years’ probation.
Judge Wade Kagarise on Friday handed down the one- to two-year sentence that was negotiated to address the prostitution-related and additional child pornography charges Altoona police filed in June against Holley.
As part of the negotiated plea, Holley agreed to be evaluated by the state’s Sexual Offenders Assessment Board and to meet Megan’s Law registration requirements by regularly providing state police with his address and related information.
Assistant Public Defender Julia Burke advised Kagarise that Holley was taking responsibility for his actions in a case in which the teenager had been in contact with other men too.
Altoona police said Holley and the Altoona female teenager, then 16, began communicating in February 2018. That’s when he told her he wanted to meet for sex and that he was 17 years old.
Altoona police later learned from questioning Holley that the girl sent nude photos of herself and her 12-year-old sister to Holley, at Holley’s request.
Police also found messages between Holley and the 16-year-old girl indicating that Holly would pay her $100 for sex and that he offered a diamond bracelet if she would bring the 12-year-old.
Police said the teenager refused.
Holley has been in prison since his arrest on Sept. 20, 2018, when he was found with a cache of suspected child pornography on his computer.
State investigators traced the transmission of computerized child pornography images and videos to an Altoona residence where Holley was living at the time with a girlfriend and two children.
