New hires and promotions

Tina Taylor, a seasoned professional with over 28 years of experience in international trade and business development, has been promoted to Director of Business Lending at the Southern Alleghenies Planning & Development Commission.

Taylor joined SAP&DC, a not for profit economic and community development organization, 25 years ago, where she initially managed the State of Pennsylvania Export Trade Program. In this role, she provided invaluable support to businesses looking to expand into global markets.

Adam M. Charles and Britton A. Burnworth have been promoted to the level of associate by Keller Engineers, Inc., Hollidaysburg.

Charles serves as Keller Engineers’ Assistant Director of the Water/Wastewater Division and has experience in water/wastewater treatment plant evaluations, water/wastewater system design, flow metering, permitting, annual reporting, grant application, project funding, water/wastewater plant operation, construction project management and client representation.

Burnworth is manager of environmental and energy services and has experience in renewable energy, oil and gas development and distribution, mining, and residential/commercial development. Burnworth’s main responsibilities include business development, project management and technical oversight of the environmental group. His project experience includes pipeline routing and permitting, responsible solar site development, threatened & endangered species evaluations, wetland delineation, aquatic resource permitting, and erosion and sedimentation control plans.

Awards and honors

Scott Hunt, Cambria County president commissioner, was unanimously elected president of the Board of Directors of Southern Alleghenies Planning & Development Commission. SAP&DC serves as the Local Economic Development District for Cambria, Somerset, Blair, Bedford, Huntingdon and Fulton counties.

Hunt has been a SAP&DC board member since 2020. He previously served in leadership roles as vice president from 2022-23 and secretary 2021-22. He succeeds Huntingdon County Commissioner Scott Walls, who has served as president the past two years.

Randy H. Bunch, Fulton County commissioner, was elected as vice president; Donnie Rhodes III, senior vice president, sales manager of Small Business Banking, First National Bank, was elected as treasurer; and J.R. Winck, Bedford County commissioner, was elected as secretary.

Bill Obert of Bedford recently received the Outstanding Educator Award for 2025 from Southern New Hampshire University.

Obert is an adjunct professor teaching Health Care Strategic Management and Health Care Economics. He was selected among thousands of faculty members based on objective criteria, highlighted by excellence in meeting Faculty Fundamental Requirements and the evaluations by team members and the students.

Obert is a graduate of Conemaugh Township High School and received his Bachelor’s Degree from Penn State and Master’s Degree from St. Joseph’s College.
