Melvin L “Mel” Ellis, 82, Altoona, a two-time Altoona City Councilman, died June 3. He was a U.S. Army veteran, served on the Altoona Redevelopment Authority, Eldorado Kiwanis, Altoona Drug and Crime Commission and Teener Baseball League.
