A Connellsville man has filed a federal civil rights complaint in the District Court at Johnstown seeking admission to the Cove Forge Behavioral Health Center in Williamsburg. Zachary Thomas Spada, 35, contended in his lawsuit that he was accepted earlier this month for residential substance-use-disorder treatment at Cove Forge, which is part of the Pennsylvania-based White Deer Run Treatment Network. During Monday’s council meeting, Ebensburg Borough officials approved opening a line of credit with First National Bank for a maximum amount of $3.5 million to cover the payments of all contractors for the Lake Rowena dredging and concession stand/restroom projects.
