Phillip L. Nicolini, 25, 1613 Second Ave., Altoona, charged by Logan Township police with possession of a controlled substance, possession of drug paraphernalia, theft by unlawful taking and receiving stolen property on the 2900 block of Pleasant Valley Boulevard, March 6.
