Overdose death results in felony drug charges for Altoona woman
Williams allegedly implicated in March OD of man
A city woman already behind bars for alleged drug trafficking is facing additional felony drug charges in a separate case after uncovered Facebook messages allegedly implicated her in the March overdose death of a 32-year-old man.
Casandra Michelle Williams, 43, was arraigned Friday by Magisterial District Judge Daniel C. DeAntonio on single felony counts of drug delivery resulting in death, dealing in unlawful proceeds, knowledge that property are the proceeds of an illegal act, criminal use of a communication facility and possession with intent to deliver, as well as single misdemeanor counts of recklessly endangering another person and possession of a controlled substance.
Unable to post $250,000 bail, she was remanded to the Blair County Prison, where she awaits a preliminary hearing in front of DeAntonio on May 21.
Altoona police were dispatched to an apartment building along the 800 block of Lexington Avenue about 10:23 p.m. March 22 for an unresponsive male. Blair County Dispatch reported the caller, who was a witness, had left the scene.
Officers found the victim cold to the touch, with no pulse and holding a hypodermic needle with an empty heroin wax packet nearby. On his person were three wax packets containing suspected heroin, three empty heroin wax packets, suspected heroin, other drug paraphernalia and the victim’s cellphone, according to the affidavit of probable cause.
A full autopsy report from the Blair County Coroner’s Office obtained by police on April 30 listed the victim’s cause of death as acute fentanyl toxicity, which led to cardiac arrest.
Surveillance footage obtained from across the street from the crime scene showed the victim entering the apartment building about 4:58 p.m. on March 22.
A vehicle then arrived about 6 p.m. and a woman, later identified as Williams, exited before going into the same building. The front seat passenger of the vehicle was later identified to be the witness who called 911 after finding the victim deceased, the police report states.
In an interview, Williams told officers she had bought three or four heroin bags from the witness and exchanged drugs with the victim and the witness multiple times. She admitted to also using controlled substances with the victim in the past but denied selling him heroin on March 22.
When asked if she had given the victim any heroin for free, Williams said no but that he might have taken some from her purse or vehicle without her knowledge, court documents state.
Officers then asked Williams how she and the victim communicated for these drug deals, to which she said they mainly used Facebook messenger. She refused officers’ request for her phone’s passcode, so her phone was seized pending a search warrant for its contents, the report states.
Officers also interviewed the witness, who said Williams arrived at his residence on March 22 “in a frenzy” because she was upset that the witness didn’t “run (the victim’s) pockets” for his cellphone. The witness said Williams told him if officers uncovered the messages between her and the victim, she would be criminally charged with his death, according to the affidavit.
On April 22, officers were provided with a download review of Williams’ cellphone, which showed multiple conversations regarding drug trafficking using various messaging platforms. Officers also found several communication threads discussing, organizing and conducting drug transactions across numerous dates. These included deals involving heroin, methamphetamine, morphine, oxycontin, ecstasy and other controlled substances with various individuals, including the victim on March 22 between about 2:42 p.m. and 3:06 p.m., the report states.
Williams was already in custody at the Blair County Prison on $250,000 bail for a separate case in which she was caught in an April drug bust allegedly trafficking over a half pound of methamphetamine, 13 grams of fentanyl, 42 pre-packaged wax packets of fentanyl, 31 morphine pills, four grams of cocaine and 23 grams of marijuana through the city. The value of the drugs were estimated to be about $33,000.
In that case, she faces six felony counts each of conspiracy possession with intent to deliver and possession with intent to deliver, a single felony count of attempting to elude an officer, 15 misdemeanor counts of recklessly endangering another person, six misdemeanor counts of possession of a controlled substance and a single misdemeanor count of possession of drug paraphernalia.
