Prison closure hearings planned

Public meetings to be held in April

The Pennsylvania De­­partment of Corrections will hold a public hearing in Clearfield County on the proposed closure of the Quehanna Boot Camp and another public hearing in Centre County on the proposed closure of SCI Rockview.

The public hearing for Quehanna Boot Camp will be held from 5 to 7 p.m. April 10 at the Karthaus Community Alliance Church, 34136 Frenchville Karthaus Highway, Karthaus.

The public hearing on SCI Rockview will be held from 5 to 7 p.m. April 15 at the Bald Eagle Area High School/Middle School auditorium, 710 S. Eagle Valley Road, Wingate.

The hearings will provide information and allow public comment on the potential closure of the facilities.

In February, the DOC announced a plan to close the facilities, citing the age of the buildings and the costs associated with maintaining the properties.

If fully implemented, the closures of SCI Rockview, Quehanna Boot Camp, Wernersville Community Corrections Center and Progress Community Corrections Center are expected to save the Commonwealth $10 million in the upcoming fiscal year, with savings exceeding $100 million in future fiscal years.

SCI Rockview was built in 1915 and is the second-oldest facility in the DOC system. It would require $74 million in upgrades over the next five years and is not sufficiently wheelchair accessible. It employs 658 staff members and houses 2,148 inmates, with a capacity of 2,541.

The Quehanna Boot Camp was built in 1957 and acquired by the DOC in 1991. It currently requires $5.7 million in upgrades, which is expected to rise to $12.4 million 10 years.

The Boot Camp programming can be relocated to other facilities, the DOC said in a news release.

Quehanna is designed for lower-risk inmates and lacks traditional security measures including a fence, the DOC stated. It employs 234 people and houses about 348 inmates, with a capacity of 612.

Those employed at Rockview and Quehanna will be guaranteed a job offer at their existing pay and classification and at a nearby State Correctional Institution, the news release stated.
