A Martinsburg man is behind bars after being accused of sexually assaulting a child in 2012.
According to the affidavit of probable cause, state police received an allegation of child sexual abuse involving a now-16-year-old female victim on Feb. 26.
The teen told police that Christopher Eugene Foor, now 36, had her perform oral sex on him when she was 4 years old.
She told police the incident occurred one time at an apartment in Martinsburg Borough. The teen also told investigators that she confided in a peer, who was also interviewed by police as part of the investigation.
On March 2, Foor was interviewed by police at the Hollidaysburg barracks, where he denied the allegations.
On March 12, Foor returned to the Hollidaysburg barracks, where he again showed indications of deception in his answers before allegedly admitting to the incident in question. Foor told police he had been watching pornography when the victim came into his bedroom. He told police he was embarrassed by the incident.
Police reported that Foor was arrested in 2008 for involuntary deviate sexual intercourse, statutory sexual assault and indecent assault.
In this case, Foor was arraigned Thursday morning before Magisterial District Judge Daniel C. DeAntonio on felony counts of involuntary deviate sexual intercourse with a child, statutory sexual assault – 11 years older and corruption of minors, along with a misdemeanor charge of indecent exposure.
Unable to post $50,000 bail, he was remanded to the Blair County Prison.
His preliminary hearing is set for March 27 before Magisterial District Judge Andrew L. Blattenberger.
