A Bedford man is behind bars after an investigation into reports of child sexual assault that occurred between 2001-03.

Charles Wayne Oberman, 40, of Bedford was arraigned Thursday before Magisterial District Judge Brian K. Baker on five felony charges of involuntary deviate sexual intercourse forcible compulsion, two felony charges of aggravated indecent assault of a person less than 13 years of age and a felony count of rape of a child, along with nine misdemeanor charges of indecent assault of a person less than 13 years of age.

Unable to post $300,000 bail, he was remanded to the Bedford County Correctional Facility.

On Nov. 14, 2024, a female victim went to state police at Hollidaysburg to report that Oberman sexually assaulted her when she was between 8 and 9 years old. Oberman would have been 17 and 18 years old at the time, the affidavit of probable cause states.

The assaults occurred when the two were playing video games in her parent’s bedroom, she said, noting he told her not to tell anyone and that it was a secret.

Another incident occurred in the spring of 2002 when the two played “house” and she was the mom, the victim reported.

In another incident, in the summer of 2002, the victim reported she was at a pool with Oberman when he raped her. She passed out and remembers Oberman splashing water on her before walking her into the house and telling a relative that she wasn’t feeling good, the report states.

The victim recalled another incident that summer in which Oberman sexually abused her and told her not to tell anyone or he would start doing it to her sister, police reported.

Another incident occurred in the summer of 2003 when the victim and her sister were left alone with Oberman. In that case, the victim said he assaulted her in the bathroom and then went into the other room with her sister. She remembered sitting on the bathroom floor for a while, but remembered her sister and didn’t want him to hurt her.

Oberman’s preliminary hearing is set for Feb. 26 in Bedford County Central Court.
