Planners table action on Greenfield project

Blair County Planning Commission members Thursday tabled action on their review of a project proposed for Greenfield Township.

A. Duie Pyle, owner of a more than 35-acre property located along Cottontown Road, was seeking to develop the parcel for commercial use. An office building with 42 dock doors and a maintenance building with associated truck/trailer and employee parking areas were proposed.

The site is located adjacent to Smoky Run and Beaver Dam Creek, which have been designated as a cold water fishery. Recent wetland investigation of the property has located floodplain/riparian wetlands along Beaver Dam Creek. The majority of the site slopes from north to south toward Beaver Dam Creek. The up-slope runoff entering the site, along the northern property line, provides the hydrology for the wetlands along Cottontown Road, according to the project narrative.

The property has been previously used as farmland, most recently for cutting hay, but in the past it has been a crop field. Adjacent land use is primarily commercial as the lot is included in the Marasco Business Park. Plans for the property are to elevate the northern end of the site to maintain existing hydrology flow patterns.

The existing cul-de-sac off of Cottontown Road will be reconfigured for access to the site. Infiltration testing was completed and showed unfavorable groundwater elevations for infiltration. The construction of a forested riparian buffer along Beaver Dam Creek was proposed to provide water quality treatment for site runoff. A series of subsurface pipe detention systems was proposed to provide rate control with discharge to three level spreader locations, the narrative explains.

But there are some concerns about the project.

“This project needs further environmental review due to the proximity of a cold water fishery,” Chairman William Hall said.

“We need to request additional information; it is inconclusive if this project is consistent with our countywide plan,” said MacKenzie Caron, regional planner.
