Drug trafficking probe leads to arrests of five

An investigation into heroin trafficking in the city led to the arrest of five people on Monday, according to the Altoona Police Department.
Officers with the APD, state police at Hollidaysburg, state Attorney General’s Office and Blair County District Attorney’s Office coordinated a controlled purchase of heroin for about $1,300 from Monroeville resident Troy Marvin Cole Jr., 34, along the 3000 block of Maple Avenue. Once the purchase was completed, surveillance officers followed Cole, initiated a traffic stop and took him into custody, police reported.
A search warrant executed on Cole’s vehicle turned up three iPhones; one cellphone; $1,415; 11 bricks of heroin; and 544 bags stamped “Martin” and “Delta.”
The report stated that Cole resides outside of Blair County and makes multiple trips to Altoona specifically to distribute narcotics and collect payment.
While the traffic stop was being conducted, members of the APD Tactical Response Team executed a search warrant on an apartment along the 100 block of South Second Street.
There, one resident, Amanda Allison, 32, identified herself to officers as Chelsea Allison and wasn’t properly identified until officers located her Pennsylvania ID in the residence showing her face and real name, at which point she had already gone through APD intake, according to the affidavit of probable cause.
During their search, officers located a purse containing Allison’s state medical marijuana card and EBT Card, as well as a cardboard box with “Amanda” written on the outside on built-in shelves. Inside the purse and on the shelves, police found 81 bags containing suspected fentanyl/heroin valued at $750. Another resident, Edward Louis Wilson, 63, told officers they would find drugs in a black case on his bed in the living room area. Inside the case were about 100 wax packets containing suspected fentanyl and about half a gram of suspected methamphetamine, the report states.
Officers also found a bag containing about one gram of suspected fentanyl behind Wilson’s bed. The wax packets and bag of fentanyl and meth would be worth about $1,500. Supplies to package and sell the drugs were found with Wilson’s name on them as well, court documents state.
Cole, Allison and Wilson were arraigned Monday by Magisterial District Judge Daniel C. DeAntonio. They are scheduled for preliminary hearings in front of DeAntonio on Dec. 4.
Cole is facing single felony counts of dealing in proceeds of unlawful activities, criminal use of a communication facility and possession with intent to deliver, as well as single misdemeanor counts of possession of a controlled substance and possession of drug paraphernalia. Unable to post $100,000, he was remanded to the Blair County Prison.
Allison is facing a single felony count of possession with intent to deliver, as well as single misdemeanor counts of possession of a controlled substance, possession of drug paraphernalia and false identification to law enforcement. Unable to post $20,000, she was remanded to the Blair County Prison.
Wilson is facing a single count of possession with intent to deliver, a single misdemeanor count of possession of drug paraphernalia, as well as two misdemeanor counts of possession of a controlled substance. Unable to post $40,000, he was remanded to the Blair County Prison.
The other two apartment residents, Jessica Weber, 38, and Courtney Zimmerman, 36, will receive misdemeanor drug charges via summons, the Altoona police reported.
